EXECUTIVE SUMMARY: SECONDARY TERRORIST ATTACK COMPROMISES JAPAN, THREATENS U.S.

Secondary terrorist attack in the Saigon Autonomous Zone, while bloodless, has destabilized SE Asia and threatens potential noospheric attacks on U.S. soil. Complete collapse of the Japanese position in Southeast Asia and annexation of Saigon by HICE seemingly inevitable. U.S. must prepare for strategic repivot and shore defenses for potential noospheric attacks.

SECTION 1: TERRORIST ATTACK CONFIRMS INVOLVEMENT OF MARIA CANNON

At 10:13 PM ICT (10:13 AM EST), Saito Corp television program “Konbanwa Saigon!” was the victim of a noospheric attack resulting in mass psychosis. Popular evening show hijacked to frame Saito protests as religious obligation and condemnation of perceived offenses. Event was broadcast and distributed across Saigon and related Indochinese networks. No direct casualties, but indirect results include reignition of cooling riots in Saigon. Incident served as a rallying point for Neo-Luddite and fundamentalist groups in Southeast Asia.

Copycat riots and attacks are now underway in Manila, Busan, Jakarta, Kuala Lumpur, Quezon City, and Hanoi. Protests for millennialist and Conclavist movements are now organizing in Macao, Lisbon, Madrid, Nice, Marseilles, Paris, and Mexico City.

Sources within Saito Corp and Japan say corporate investigators currently wanted by HICE authorities. HICE report claims Saito employees spotted at “meeting place between terrorists, Soviet agents, and American spies.” HICE claims investigators confirmed involvement of Catholic radical Maria Cannon and collaboration with moderate political reform group “Natural Selectors.” Saigon Magistrate has resigned; Saigon Archbishop has established a provisional government.

SECTION 2: JAPANESE PRESENCE IN SAIGON NOW STRATEGIC LIABILITY

Japanese negotiation position collapsed overnight. HICE Patriarch using broadcast as vindication, and HIC Emperor calls for “reintegration as rescue.” Patriarch has openly discussed cancelling talks in favor of a new meeting with BdNL member nations. Japanese resources in region now dedicated toward protecting citizens and property from imminent expulsion. Japanese carrier JS Fugaku now en route to assist in evacuation, with requests for SEATO assistance sent. Panic selling of Saito International, Saito America, and PAN Technologies betrays growing concern over noospheric vulnerabilities.

SECTION 3: IMPENDING NEGOTIATION FALLOUT FORCES STRATEGIC REORIENTATION

Terror attack provides HICE with sufficient cause to annex Saigon. Saito (therefore Japan) now viewed in bad faith and enters negotiations with no leverage. Annexation of Saigon and expulsion almost certain. Speculative assessments about a possible Indochina without Japan must now be considered.

SECTION 4: IMMEDIATE RECOMMENDATIONS

Saito reputation compromised, and Japanese negotiation position has collapsed. Immediate focus is on salvaging assets and defending critical infrastructure from copycat attacks. American involvement with Japan cannot destroy position any further, so more open action advisable.

a) Merge Saigon Emergency Task Force with Parsons Liaison. Full briefing on terror attack, with possibility of U.S. incident, demanded in 2 hours.

b) Redirect American Embassy in Japan toward investigation of incident.

c) Appoint T. ███████ as point of contact with Saito Corp International; demand full access to remaining assets in exchange for support.

d) Activate SAVAK and RI6 assets in Saigon.

e) Direct African and Latin American intelligence toward anti-BdL and Neo-Luddite counter-terror operations.

SECTION 5: INTERMEDIATE RECOMMENDATIONS

U.S. must act as though Japanese exit from region is inevitable. Focus should be repositioning America for new SE Asian realities.

a) Establish immediate briefing with Korean, Hong Kong, and Philippine embassies. Demand shortlist of possible foreign companies that could replace Saito’s position.

b) Establish emergency task force of DIA/CIA regional experts. Require updates on the situation in 2 hours.

c) Neutralize assets from NEAPOLITAN and LAMPSHADE.

d) Direct Yugoslav and Commonwealth ambassadors toward greater economic cooperation in SE Asia.

e) Coordinate with Parsons Advance Noospheric Technologies on veracity of MNDE/A and vulnerabilities in U.S. Noosphere.

f) Introduce NATO directives for coordinated push against Neo-Luddite groups.
