KEIKO AMAI: Good morning, Hokkaido. It’s 7:00 AM on Wednesday, April 14th. You’re tuned to Circle FM, 87.4. I’m Keiko Amai, trainee reporter and radio technician, sitting in for Ms. Sato this morning. We hope you’re staying warm out there.
KEIKO: Starting with the weather: expect heavy cloud cover across the Sapporo region with a light drizzle persisting through the afternoon. We’re looking at a high of 12°C, dropping to a chilly 4°C overnight. Coastal wind speeds are picking up; drivers on Route 5, please watch for reduced visibility and slick patches.
KEIKO: On the roads, we have significant congestion on the Hokkaido Expressway near the Sapporo interchange. Authorities are citing multiple minor "fender-benders" from earlier this morning. No injuries reported yet, but the backup is stretching toward Teine. Commuters, you may want to look for an alternative route.
(Sound of paper rustling close to the microphone. Keiko clears her throat.)
KEIKO: Moving to national headlines... Information is still coming in from the capital. The National Police Agency is currently responding to "widespread civil disturbances" across major Tokyo districts that began late last night. While no official statement has been released, hospital emergency departments in the city are reporting significant capacity strain. Local officials in Tokyo are advising residents to stay indoors and avoid non-essential travel.
KEIKO: Closer to home, Hokkaido Prefectural Hospital has noted an unusually high intake of patients since the early hours. There is no official word on the cause, though residents experiencing sudden flu-like symptoms are being asked to stay home and call the health hotline rather than presenting in person. Additionally, Minato Middle School has just announced an early dismissal today as a "precautionary measure." Parents, please check your email for pickup instructions.

[08:12 AM — Audio Interruption] (The music is cut mid-chorus. There is a sharp electronic "pop" followed by a few seconds of dead air.)
KEIKO: (Voice is higher, tighter) We interrupt our scheduled programming for a developing situation.
KEIKO: Multiple vehicle collisions are now being reported simultaneously across Sapporo, Hakodate, and Otaru. Emergency dispatch is currently overwhelmed.
(More frantic paper shuffling. The sound of a chair scraping against the floor in the background.)
KEIKO: Witnesses are reporting... witnesses are describing drivers behaving "erratically" or appearing "disoriented" prior to these accidents. Authorities have not yet confirmed if these incidents are related to the disturbances in Tokyo. Please, if you are currently on the road, pull over when it is safe to do so.
KEIKO: In addition, Otaru ferry services have been suspended effective immediately due to "security concerns." New Chitose Airport is reporting major delays, though Hokkaido airspace remains open for now.
(A sharp burst of static. In the distance, a faint siren can be heard through the studio walls.)
KEIKO: We are also receiving unconfirmed reports from the Minato district regarding... altercations... outside local schools. Law enforcement is on-site. Parents are being told to stay in their vehicles and follow police direction.
(A long, five-second silence. Keiko’s breathing is audible and shaky.)
