During the year of 1999, a new millennium was on the verge of being born. The clock was ticking, 5 minutes remaining until they were in the year 2000. Families watched as some went in basements, believing in superstitions that Russia will attack them. The clock ticks down. 5 seconds, 4 seconds, 3 seconds, 2, 1. And at that moment, a gigantic piece of lightning struck directly on each and every person. And at that moment, the world of Techniques and Powers was born.
