Weeks had passed since the council’s first meeting, and while the team had succeeded in stabilizing the council’s direction, LUX Metropolis was far from unified. Across the city, public spaces became arenas for passionate debates, citizens aligning with different visions for the future. It was clear that the spirit of freedom had come with its own challenges. Despite their best efforts, tensions continued to rise, and unity felt increasingly fragile.
Ryo, Aya, Elena, Jiro, and Mei gathered in their safehouse, reviewing reports of recent incidents around the city. Small skirmishes had broken out in several sectors as supporters of Councilor Kade and Councilor Tovik clashed. Flyers littered the streets, calling for “strengthened security” or “greater independence.”
Aya sighed, scrolling through the reports on her interface. “We’re seeing more calls for control by the day. Kade’s supporters are pushing the narrative that the city is on the brink of collapse without stronger enforcement.”
Elena’s jaw tightened. “Exactly what Kade wants—to scare people into trading freedom for control.”

Hundreds of citizens filled the space, their faces a mix of hope and frustration. Before he could continue, Councilor Kade stepped forward, his voice carrying an air of authority. “We all want a strong city,” he began, addressing the crowd. “But the only way to achieve that strength is through order. We cannot allow chaos to take root in our streets. If we’re serious about safety, we must support increased enforcement.”
Murmurs of agreement spread through the crowd, and some began to chant, “Order! Order!” The tension was palpable, and Ryo could sense the shift in the atmosphere as Kade’s words inflamed the crowd’s anxieties.
Aya stepped forward, speaking loudly enough to cut through the noise. “We all want a secure city, Councilor Kade, but not at the cost of the freedom we fought so hard to win. Enforcement without accountability leads to control. LUX Metropolis deserves leaders who protect freedom, not exploit fear.”

Elena joined Aya, her voice ringing with conviction. “And security without freedom isn’t security—it’s a prison. We didn’t fight for the city to trade one form of control for another.”
The crowd stirred, murmurs of agreement mixing with shouts of dissent. But before the debate could continue, a loud crack echoed through the square as an explosion ripped through the air. The ground shook, and people screamed, scattering as smoke billowed from a nearby building.
Ryo’s instincts took over, and he shouted, “Get to cover! Everyone, move!”
Chaos erupted as the team worked to usher citizens to safety. Shouts filled the air, and the acrid smell of smoke lingered as the crowd scattered. Ryo, Aya, and the team rushed toward the source of the explosion, navigating through the thick smoke and debris. Through the haze, they could see a group of masked figures, wielding weapons and chanting slogans of “Strength Through Order.”
Jiro’s face darkened. “They’re trying to blame this on the council’s ‘failure to protect.’ This isn’t a protest—it’s an attack on everything we’ve worked for.”
Mei’s voice was steady, but her eyes were fierce. “If we let them control the narrative, the people will turn to Kade’s supporters for security. We can’t let them set the city back.”
The team moved quickly, working together to subdue the masked attackers. Elena disarmed one of the figures, her movements swift and precise, while Jiro and Mei contained the others. Aya hacked into their communication devices, pulling any information she could about their motives and leaders.
As the smoke cleared, Ryo saw the impact the attack had on the crowd. Many stood frozen in fear, while others cast wary glances at Kade, whose supporters moved through the square, spreading rumors of council weakness.
Aya approached Ryo, her face tense. “This attack was orchestrated. They wanted this chaos—it’s a tactic to create fear and push people toward Kade’s version of control.”
Ryo nodded grimly. “Then we need to show the people the truth.”
The council convened an emergency meeting that evening, broadcasting it across the city. Citizens watched from their homes and gathering spots as Markov addressed the incident. Footage of the masked attackers appeared on the screen, showing their organized efforts to create fear and chaos.
“These masked attackers are not the voice of freedom,” Markov said, his tone steady. “They seek to manipulate your fears. We will not let them destroy the unity we have fought for.”
Aya had managed to decrypt the attackers’ devices, and she displayed intercepted messages on the screen, exposing the links between the attackers and known supporters of Kade’s ideology. It was enough to reveal a troubling truth: elements within the council were fostering division to push their agenda.
Markov turned to Kade, his voice calm but resolute. “Councilor Kade, your rhetoric of ‘security through order’ has fueled these extremists. This is not leadership—it’s fearmongering, and LUX Metropolis deserves better.”
Kade’s face flushed, but he kept his composure. “I deny any involvement in these actions. My concern has only ever been for the safety of the city.”
The council members exchanged uneasy glances, some visibly questioning Kade’s integrity. The citizens watching the broadcast saw the divisive path Kade was paving, and public support for his vision began to wane.
In the days following the attack, the team doubled down on efforts to support councilors who championed transparency and empowerment. They organized public forums and community workshops, inviting citizens to voice their fears and hopes, while reinforcing the importance of unity.

The people responded with applause, and the energy was one of renewed hope. Ryo could feel the shift—a sense that the city was willing to fight for its freedom, that they wouldn’t allow fear to pull them back into control.
