“what?! Jake burns again?! don’t you think that another country is currently having its people suffer from famine all year round?” paul
”don’t you get it sir? What jake meant by what he said?” tom said as this confused paul

“yes, I do get it. And when you think about it, its really quite frightening.” justin

“please kindly illustrate prime minister justin.” john

“you see, if you will use the weather device on a country, another might want to use it for their country as well. So simultaneous activations of such a device would mean catastrophic consequences, specially when its used by many countries at the same time!” justin

“if thats the problem, then why don’t we just schedule everything?” paul

“thats not good at all sir.” tom

“dont you see, the multiple usage of the weather device, specially if its simultaneous, could cause terra genesis! And on a global scale!” justin

“hes right sir, not only do we not know the full effects of the weather device, it might even accidentally cause terra genisis on us.” tom

“what is terra genesis?” paul

“hahh.. lets put it this way, what would you do to a planet like mars? since you plan to colonize it.” justin

“i would just build buildings on the planet, and try if plants can grow there. Why?” paul
”you already know the word genesis right? Then what is another meaning for terra?” justin

“mother earth.. wait, what?! your both saying that we will be goners by the time we use the weather device?!” paul said as this shocked everyone else as well

“not necessarily. When the device is over used by many people that is--” tom

Paul cuts him off, “then we wont let many people use it! We will just share!”

Everybody then just bursts into laughter from the thought.

“what? What did I say?” paul
”I know you mean well president paul, but do you think that others would like to share their toys once one is finished with their own cool toy?” john

“i agree. And im quoting jake burns again, its like giving an armed nuke to a baby.” tom

“again with jake burns!” paul said with much frustration

“president paul, what have you against jake burns anyways? When his wisdom may be what might save us, through dr tom hollow?” john

“hes a mutant, and people with power cant always be trusted.” paul
”doesnt that also apply to you?” john

“pride is nothing compared to doing the right thing.” tom said, which made paul really frustrated and banged the table

“president paul, if you cant get your act together, and do the right thing, then you arent fit to be president as I have thought you would have been.” justin said as the other world leaders agree

“alright, fine. I wont comment on jake burns again, but don’t expect me to like mutants just like that!” paul
”he who have made hybrids and enhanced a possibility, is either afraid or dislike mutants. What a laugh.” the russian president said with a laughter

“remember president paul, get your act together.” john

“yes, im fine now. Please continue.” paul

“alright then. So is there no objections to the new law?” john

“none your honor.” the world leaders said

“good.” john said with one slam of the gavel.

“i cant believe im saying this, but jake is right in a way. How about suggesting something about cloning?” jaxon

“tch!” the chinese president said

“even though this might be good for the economy, more able workforce, more money. But wont people just abuse the cloning tech to their ends?” justin

“yeah, like for making wars and stuff.” rick said as others just have no comment

“clones arent just some tools you know, they are born from human cells, thus they are human in a way.” tom

“hes right, and normal laws apply for the clones as well.” aki

“then the new law shall state: Cloning shall be deemed prohibited, only if war occurs, and there is no other choice. Any objections to that?” john

“none your honor.” the world leaders said

“good.” john said with one slam of the gavel.

“speaking about clones, back to magic. What if magic shall be used through any religious rituals?” tom

“hes right. Like lets say, with the ancient mayans. There are still some people who believe they are the savior themselves and will put a lot of people to sort of a mind control.” justin

“specially when the person is a great speaker of sorts, I have read a case like that before, back in 2012.” paul

“yes, the massacre in the mayan temple.” tom
”I cant believe you remembered something like that doc.” paul
”hey, I always look at the news so that I wont become ignorant myself.” tom
”then the new law shall state: Magic to be used in any religious practices shall be prohibited. Any objections to that?” john

“none your honor.” the world leaders said

“good.” john said with one slam of the gavel.

“which still brings us to the number one question though.” paul
”what is that?” john

“without proper sensors in place, how will we be able to detect if magic is used?” paul

With that said, no one commented.
”whats your comment on this dr tom?” john

“well, im only quoting jake burns here, which he said that the only way to detect magic is for a living human to actually sense it.” tom

“hah! You cant always rely on others!--” paul

Justin cuts him off, “and you have something better that you can share?”

“no.” paul said as he quietly retreated to his seat.

“as this is also what jake has told me: that with nothing that can ever pick up magical signals, or quantum energy waves or signals in fact, what can one expect aside from just relying on another humans senses?” tom

“you keep on researching about quantum energy doctor, for we must find another and safer way to detect!” justin

“yes, I will.” tom

“then the new law shall state: Anything which is prohibited, no matter what the reason, shall be prohibited under the laws stated. Any objections to that?” john

“none your honor.” the world leaders said

“good.” john said with one slam of the gavel. “would that be all then?”

With that said, there was no further comment as for the moment.

“alright then, here would now be the summary for the new law, the quantum accord as I would call it.”

The quantum accord:

No man shall use magic without any formal permit and registration.

Any use of magic or magic tools without permit shall be sentenced to a lifetime of prison without any parol.

Any use of magic or magic tools without permit shall be dealt with with military force.

For any magic tools, it must have a separate permit for it approved and to be used.

Any use of magic or magic tools shall be dealt with military force and supervision of either military or police.

Any use of magic or magic tools that shall edit history or the laws of the universe and nature is prohibited.

Cloning shall be deemed prohibited, only if war occurs, and there is no other choice.

Magic to be used in any religious practices shall be prohibited.

Anything which is prohibited, no matter what the reason, shall be prohibited under the laws stated above.

“is there any objections to this?” john

“none your honor.” the world leaders said

“good.” john said with one slam of the gavel. “dismissed.”
