Azar Morn was born with the curse of blue hairs, his parents died when he was still an infant. He was then raised by the Teikoku Seibu as a hunting dog. Now that he's an official officer, he's out against Azuma Kabe for his parents death's revenge and to bring justice to his people. But little does he know, the "justice" he believes in is nothing but a hoax bestowed upon him by the Teikoku Seibu.
