An ambassador from Windhelm named Ra-Jah arrives in the city of Kvatch, in the province of Cyrodiil, which is plagued by monstrous attacks from unknown creatures. However, he finds no hospitality within its walls. The local count and lord hide their hostility behind a mask of courtesy, and even the court maid harbors dark secrets. Ra-Jah must uncover them—for he, too, is not who he claims to be.
