The project ‘New Chronicle’ included improved surveillance and chips implanted in each person, all with the promise of a better, safer life. However, many people revolted, finding it to be too invasive. People migrated to larger cities, preventing it from invading their lives. Even decades later, those cities have yet to have any part of the security system, allowing crime to run rampant, making them the most dangerous in the country.

Jessica, a high schooler, recently moved from Boston, an area protected by the New Chronicle security system, to Philadelphia, one of the biggest cities still without it. After meeting a classmate who carries a strange sword, she introduces Jessica to a small group of people who follow a mission: to ‘cleanse the city’ by releasing the souls of those who are killed each day. Soon after Jessica agrees to join them, dark secrets emerge that reveal an even bigger ‘mission’ that has a major effect on the lives of all those involved.
