In a concealed, government-funded institution known as Institute X, a hundred handpicked students from across the nation are brought in under the promise of receiving a world-class education and guaranteed future success. One of these students is Kei Arakawa, who has been put into a class with the worst of the worst, where he meets Reina Tachibana, who aims to become a future politician.
