The paperwork stating that the Warden of the East, Yuemith, would be observing humanity made no more sense the third time Ciel read it than it had the first. Observing humanity was all well and good, but doing it at the side of a habitual hermit made no sense whatsoever.
As she failed to get rid of him, Ciel began to suspect that Yuemith was trying to skip out on work. That would also be fine if he wasn't ruining her isolation in the process. Thus began their journey to the capital so Ciel could find someone to foist Yuemith off on. Preferably, someone who would convince Yuemith not to wipe out humanity, but she wasn't expecting miracles.
