The Belgian detective Pulaski must solve the murder of a neighborhood debt collector with ties to the Nazis. As the arrival of SS Obergruppenführer Reinhard Heydrich triggers a lethal audit of the city's security, Pulaski finds himself caught between a Nazi death machine demanding blood and a tiresome bureaucracy, but they may be the same thing.
