Sheesh you're thinking deep. I'll do my best to answer this:
A "patrol" is a simple task involving travelling a route and destroying any enemies found on it. Orcs are classified as demons (in this universe) and he perceived them as a threat as they didn't look human (thankfully he was correct). He didn't perceive Ylfa as a threat initially because she seemed human, yes, but you have to remember that he's also new the the world - when she turned kemonomimi she still had human features, which is what confused him.
The reason he doesn't kill her (although he does try) is because of two reasons, both stated:
1). She dodged his initial attack. Whilst he wasn't using anything near full power, it had still never happened before.
2). His emotions are just beginning to peak through. Like mentioned, he'd never spoken to someone for so long, and it felt good to him. He doesn't want to lose this feeling as its something new and interesting to him, something to be explored, but he's conflicted by the orders he was given.
You may argue that he's supposed to follow orders, but he's already shown signs that he's capable of rebellion, as stated in the previous chapter.
