In 21xx, Japan's peace and prosperity is hanging on a string. After the brume disaster took most of the population, the nation reformed under the name Nippon Nouveau and structured under a new government, The Head, which keeps everything under tight control. To face the menaces of the brume's spectres which still takes lives, and mutant creatures known as deviants, The Head created the National special Unit for Magic related Operations (NUMO).

Meet NUMO's two top agents, also known by their codename, Shocking Blue: Raikubo Haruka (雷久保 日花), lively, bright, bold and sharp, also a markswoman and wielder of lighting magic; and Yukiya Kazuki (雪矢 神月), cool, introspective, observing, also a man of strategy, and wielder of ice magic. Together, they dedicate their lives to protect the people, living on the edge of a knife.
