On May 5th, 2031, Japan was the first country worldwide to outlaw the practice of witchcraft. In accordance with the new law, all witches were to be hunted down. Though the existence of witches had only been proven mere months prior, Japan's quick action was praised by many countries that immediately followed suit. A number of countries cited the law as "authoritarian crackdown on free expression" and said that it "punished those who had not chosen to become a witch". However, the law stood firm and the first witch hunts began. As witches were quickly rounded up to face judgement in court, the few who escaped sought refuge in asylum countries. However, as the trials continued and judgement was left unsated, thus began the bounties. As Bounty Hunters become a federal position with all the authority of the government backing them, witches quickly find they have nowhere left to hide.
