She isn't exactly scolding him. She is just irritated and is explaining how she felt.
If someone is not able to swim and jump to save another drowing person he'll prolly just get both of them drowned. Those who save other people from drowning keep their own safety in mind first.
Also each person have their personality and set of belief.
Koi was living homeless for 15 days with only 2 cup noodles a day, he was also going to fall sick if not for her appearing on time, the uncle could've actually been a scammer she knows he wasn't but Koi didn't have a way to make sure yet he gave all he have.. many would find this kindness great while seeing a girl saved due to him but others would take this as stupidity and which it is to a certain extend.
She mentioned if he had a family they would suffer from this kind of tendency which is true. What if your father suddenly came home and is like- ahh I saw a beggar who hadn't eaten for days so I gave my this month's entire pay to him. It would be taken as stupidity.
So yea she isn't scolding him and second when seen practically Koi deserve some reprimanding.
