Aetherin is, in essence, a programming language, while the universe is the computer that executes the finished program. I promise no VR twist at the end(lol) but think of magic as sort of hacking the code that makes up the universe.
That means to create an artificial spirit(not soul), Arthur either needs to find the correct phrase or terminology within Aetherin that can be used to create one or smash a bunch of patchwork concepts together to get something similar.
To simplify, let's say there's a function called "create new spirit" within Aetherin, which does exactly as it says. To create an artificial spirit, he'd need to discover the correct Aetherin characters that make up the "create new spirit" function, but since he has no clue what they are, Arthur intends to write a spell that is closer to machine learning on Earth than a true blue artificial spirit.
The AI will try and complete an action numerous times until it finds the correct response. Then it will save that information somewhere to be drawn upon in the future when it encounters said action again. So while you can think of it as a homunculus, it's not exactly the same. Whether it works out for him, only time will tell.
