Here's the thing, This part is being narrated by Syrus, the main character. It is from his point of view and whatever is growing through his mind, as you can read from the chapter, he is very confused about everything. He sees that there is a black hole and he gets sucked into into it, He still doesn't have enough time to process the logistics, you know on the account of being atomized.
A black hole is what he suspects happened, from his perspective. and the fact that it didn't dissipate means that it had enough mass to not be vapourized through hawking radiation. And if it has enough mass to sustain itself then well, from Syrus' theory, The earth might be broken down and crushed under the singularities gravity. Syrus mentions that the singularity was nig enough to be seen, and if its that big, from what I researched, its big enough to destroy the planet, which is what Syrus suspects.
Your question of what would happen if the sun was turned into a blackhole is unrelated. If the sun turned into a blackhole in its current position nothing would change in its gravitation yes, but if it were to be compressed into a blackhole (It'd be around 3 km) and were to be placed on earth, well bye bye the solar system as we know it, every orbit would change and some planets wont exist.
The blackhole in the prologue is not 3 km but it doesn't need to be in order to destroy a building (as far as Syrus could see for sure). And yes I know blackholes are not vacuums, that is not what I wrote. After the blackhole is seen by syrus instead of a wormhole, the gravity of the singularity absorbs or as Syrus put it, Sucks everything around it, even the air. It is described as a vacuum because in that moment Syrus, the narrator here, could only think of it that way. (And again keep in mind that this isnt being narrated by a third person and is only as credible as Syrus in the situation).
And if you would like to keep reading the story, Which I would greatly appreciate if you did, A minor spoiler, The blackhole itself is not the catalyst. The catalyst is something else, it's there in the chapter but you just gotta notice it more carefully. here let me help, How does the new world that he finds himself in connect in anyway to his work? And why were the kids flying the ship exactly where Syrus was falling?
