Yep! 'Rebirth' is memory wiping. It's also implied that they get 'sent back to school' once they do, so one can infer that they might be rebuilt into a younger state physically as well - since apparently, people can grow old even in their android bodies.
Murai implied that deciding who relives or rebirths is a messy affair. Some people get to choose what happens to them (which means there's a way to communicate this after death), while others decide for them (the lawyers), and then some people just don't get a choice (the government regarding people with civic duties, like Code Readers/Lawyers, and on the flip side, criminals). Interesting you mentioned God as a machine, because that is most certainly an angle I'm planning to bump into in the future.
