Yes They started the war by invading Earth... From there things are getting more complicated
Fascist government is a narrative pushed by civis government . It is partially true but things were more complex and they had bigger reason for invasion than just let's invade. Not sure how much of this i will actually put into this story...and Fury may not even know everything, some information is classified
They used their power armor to jump from their dimension to ours and wage an asymmetrical war of terror by using hit and run tactics that Humans didn't really know how to counter. Their objective was to force Earth into surrender by bringing terror and destruction that would destabilise our governments and force them to sue for peace
Humans cannot use Tau/magic that is natural to them but we managed to create technology that gave limited access to it. Our objective was to bring war to them as until then we were on defense , only able to react to their moves.This is where Fury comes into the picture, this is what she did during the war
Some of this progress was done due to help of their Resistance that saw this war as opportunity to overthrow their government so they shared some of their magitech with us
Also during the war different countries and their militaries were united under Security council, a legally appointed military dictatorship in hopes that joint command will help win the war
In the end our understanding of Tau lead us to open the portals to their world, at first very crude and temporary but good enough to drop couple of hydrogen bombs on them so we won
Their old government is gone, nuked into oblivion but their world is pretty much politically unstable. To avoid risks of any future war (and benefit from their technology) Unity initiative was established in order to foster cooperation and spread trade and democracy that would prevent any future conflicts
