"Mladshy...Lieutenant...what?"
First of all, it's not a name but a rank. It means "Junior Lieutenant" in Russian and it's to indicate that Russian was being used because this novel is an entry for the MAL X Honeyfeed Writing Contest and that I has to be generally in English.
Second, "Mladshy Leytenant [insert forename][insert patronymic][insert surname]" was done in-universe as a formality. Which was I didn't repeat it with this passage:
"The An-124 Ruslan piloted by Andrey Bazin landed at Shiraz International Airport. Getting off the Ruslan was Vladimir Mirov, Giorgi Kipiani, Nadezhda Aslanova, and Talgat Yusupov."
