Arc is just one of the main characters of the story and so, as this is our first introduction to him and his ‘role’ in the story, I felt it best not to develop smaller parts of his life that are not relevant to the main story.
Of course, you and everyone else will get to see more of Arc, his personality and more in time, as well as some parts of his past leading up to his first conversation with Reiss on the rooftop.
As for Arc’s motivations, he isn’t exactly aiming to do anything other than just living a good life. He knows he’s in the world of MoH, he knows some bad things are coming, but if the original scenario plays out as it’s meant to, he’ll be fine.
He is concerned about the changes, increasingly so as you’ll see in later chapters, but this is his introduction chapter.
