Yes, I never wanted any character to be one dimensional or to have quirks that had no meaning. Hiro is the way he is because he's been alone his whole life, he's also aware that for a lot of that time he hasn't been a particularly good person. Bell is the way he is because although he's been around society, holds down a good job and knows how to act in front of people, he is lonely in his life and seeks the companionship of others.
Neve is the way she is because on one hand, it is like she was born yesterday and in that vein she takes on wonder of a world she doesn't know anything about, but also takes on the fear of a child who doesn't know what the hell is going on. Like a child she finds it easy and safe to cling to Hiro, someone who understands her vampirism and will care for her. You mentioned in a comment before that her childlike speech isn't natural - but we know that Neve knows how to speak like an adult, so she isn't naturally speaking like a child. She's hardly ever hung out with a child ever, she's seen shows with Hiro and seen the odd kid of a random age on the street, but she doesn't really know how they would or should talk. She is imitating what she has seen and thinks she understands, much like children do.
