Before you said so, I was slightly scared that I had failed on what I planned to do, but your interpretation is perfectly on point with what I was aiming for.
It may have taken a while, but I wasn't comfortable with working with characters that I hadn't introduced well yet, which in turn ended with a few chapters of setting up.
The plot will indeed start going from this point onwards though. A piece of the main mystery is already there even...
