Beyond not being afraid, she doesn’t have any love in her life, so that’s the reason why he can’t transform. Not all deaths are the work of the God of Death, only those fated to be. It just so happened that he never faced someone like her. There are indeed several Gods. As for the rest, I prefer to leave it vague.
About the story within the story, the narrator is acting the characters like a person telling a folk tale around a campfire, although it has quotation marks. Maybe that’s why it may have sounded weird to you. But I consider that story rather crucial for the rest, so I don’t regard it superfluous.
