I think there's potential with the concept of your novel, but the jumping around between viewpoints is a bit off-putting, and your grammar is iffy at best. I liked the idea of every man for himself, and how the wealth gap has gotten insanely large, but I don't understand how the person in that situation has to do with another 16 year old kid in a normal city, much less a 51 year old scientist. Some of the details could've been explained in later chapters- the dialogue just doesn't feel natural at all. When you write dialogue, make sure it's realistic. I personally don't know anyone that would rant to themselves about being different from everyone else. Try to make the story flow naturally, whatever that means to you- some examples could be to have longer segments for each character, like giving each character one or two chapters. In my novel I may have even taken it too far, with ten chapters, but even that is better than suddenly throwing a new perspective at the reader without transition. Again, I like your ideas, but just make sure it's easy to read and understand. Show some friends your writing and ask for feedback.
