No, the game of war is entirely luck based. Your deck is faced down and you can't look at your own cards. Each round you and your opponent draw the top card from your decks and reveal it to each other. The highest value card wins. If it's the same value a war occurs, which means both players have to draw and reveal another card until someone has a higher value. In this case despite the low probability they kept having wars until they ran out of cards in their decks. The captain didn't actually cheat, he just happens to have a supernatural power that gives him extremely high luck. That'll be discussed a bit more in the next few chapters. Sorry if the chapter was a bit confusing.
