For the most part, the kids were simply entering stores that weren't all that secure and shifting around stuff, rather than stealing anything physical. One could press charges but since it was against juveniles, they pretty much just let it go.
I'd imagine a pharmacy would have things more secure, so it would be harder to break in. And even if he could, some prescription-based medicine is compounded there, so there's a good chance that it wouldn't even have it ready.
