The reason they don't is more about control than anything else. Varying traits or a combo of the ones from upper and lower class make true super humans. People like that could easily take down the empire.

I totally agree with you there. I definitely need to add some descriptiveness about the setting. I'll be going through final edits soon and that's a huge one. Also I can add some more information to make it less confusing if readers don't read the synopsis. Thanks for the comment! I like to know what you think so I can fix things that are lacking from a reader's perspective.
