God, these are great thoughts. Lemme address them best I can without spoiling too much.
So, with regard to the Choir chasing him, I did indicate time works differently between the two worlds. As far as the Choir is concerned, they've only been searching for him a short time. Ten years on Earth is two weeks in Tymeria. So they could have left Tymeria to come to Earth after a week of hunting in the Bazaar, come to Tokyo, hunted him for weeks, and still only have had a few hours have passed in Tymeria when they return.
The reason they're pursuing him is in some ways already addressed, but there's more to the story with him that will be pulled back later. Let's just say that the fact that he was able to come to Earth is a significant contributing factor.
As for why they're not trying to conquer Earth... well, the questions you should be asking is "how did they know for sure that Quill went to Earth? And if he did, how did they know where on Earth he was almost certainly guaranteed to be?" Answering those two questions might give you a sneaking clue as to where future volumes are likely to lead.
As for why Quill is still so guarded and reclusive, that'll be addressed later in the book. I promise there's a reason.
