Well absent of a threat Ed doesn't really see war as an option. The most conflict Earth has seen in the last 600 years are terrorist attacks by Ragnarok. And as becomes clear later into the story, most people on the Earth are generally pretty passive towards conflict. The general unity to survival and recovering the Earth has generally take the fight out of most people as strange as that is to popular opinion, the apocalypse in this case didn't make everyone cutthroats killing everyone. It did the opposite, it made everyone work together. In present times for Ed that's definitely sanded off so there's some of that grayer morality of humanity returning, but in general the people that left to the North were people looking to settle new land and grow civilization. Conflict has been absent from people's mine. Even Ragnarok, the terrorist just want to end the world because they believe surviving was a mistake, but they're not conflict driven rather religious. So Ed is culturally predisposed to it as well. He's definitely entertaining war as an option, but it's not his first guess where it would be Shizuka's. The difference being Shizuka is emotionally picking war, but without a reason. Ed will say war, but not until he can see a reason. Because he doesn't know why a war would happen it's not his first guess, but his second or third.
