If Chiharu was a mature and fully developed adult, she would probably see it that way, to a degree. As a child, it was a personal thing. Her grandfather died, not Tamotsu's, so it should have been her. This goes beyond her training as a ninja and her as a human. She is honestly ignoring a lot of her training falling into emotions. But it is also really complicated for her as she admits, she couldn't kill. Something that she should have been able to do. So she is also beating herself up over the fact that she couldn't do the one thing that she was trained to do, kill. So it's a lot of things going beyond just being a ninja.
