You know it's weird. It's a utopia technically, because for many people in the city, that don't want for anything, have diseases and live in a perfect society. In fact everyone in this city has an opportunity to live this way if they earn enough money and give up their Humanity to the ViGen Corp. It's just the bottom social economic class (Where Noa is from) that would view it with the truth of a dystopia. It's more of a classism and control thing, that results in both depending on which side of the line you're on. A utopia with the promise of "Work hard, become rich and live forever" which is clearly way easier said than done. It's the reality of the people who obviously will never make enough money to do that who see the lies in this promise. Them and the ones who don't want a corporation controlling their very lives.
