Yeah, the first half can definitely be tightened up. I've already got a few ideas brewing for when I can edit it again. I hope to smooth it out to make it a bit easier, but I do like the idea of maybe only covering half of the ranks initially to reduce clutter and an overwhelming bit of lore drop.
As for the children, the nameless ones are not regularly occurring (though randoms do pop in here and there). They were meant to give an example early on of the types of prejudices that exist in the world (namely, hint at this gap between magical and mundane), which will be touched on a bit later with a little more detail.
As for the 'heroes' introduced at the end, their importance and connection to the world and 'Tahvin's story' do come up again and again.
