The issue is that Noriko said there's multitudes of stalkers, likely working for Cardinal who most police would refuse to take direct action against.
Also, Noriko is just being a little selfish and doesn't want a magnifying glass shined on her life for reasons that'll be explained later.
But she's correct in assuming that the stalkers probably won't do anything besides just stalk, as long as she keeps her head low.

Well, stuff is usually cheaper on Amazon, so lots of small businesses have gone out of business thanks to them. Usually it's better to shop online but I like shopping in person when I can
