Yeah it was on purpose, but dead man's switch is kind of a general term for something activating or deactivating on someone's death
I used to work in CNC so we had similar stuff too
But in the case of this story, the dead man's switch is meant to be a deterrent to allow Cardinal to maintain his cult unabated, or he'll command his followers to commit suicide even after any potential assassinations on him. That's why the GiG program came to be since it's not something Cardinal should consider a direct affront to him. There's not much more the government can do without risking triggering the Dead man's switch, but things will develop a lot more should I decide to continue the story.
