Karim isn't a rookie for sure, but she's a little too young to really be a veteran too (3 years would be a veteran already? Not so sure to be fair). And she's also a police negotiator, the kind that stays behind and tries to make the criminals not kill all hostages, and not a combatant per se.
She's also the only person Louise can trust 100%, though, which is why someone who's, technically, a non-combatant is moving with the combat-magnets.
