It's interesting to see this take on a crime against humanity, like this. The fact that the in-group appear horrified, not complacent while the government executes this shows that there could be some solidarity within the classes against the structure. It's a deeply tragic chapter, and the intersection of the two leaders, Lyra (mysterious- otherwise not mentioned) and Magnus (puppet master, maybe a little sadistic) makes me question just how much crossover they really have. If the upper society was run by a Rare from behind the scenes, it would create a very interesting twist later, though I can't wait to see what the motivation could be. And, it's perfect that Camille chooses to protect Luca rather than turning him in.
