As I see it, it is a classical conspirational game: like - ok, we maybe have a solution, but it´s top secret, so let´s not share it with others. Then, on top of that, the governmental secure protocols come in - just as it happened in a Russian lab previously - the bureaucracy and security protocols overtake common sense.
