I get that Chika feels like she would be responsible for directly causing the outcome of new knowledge, but change happens regardless of who comes up with it. It will leak somehow, like any secret, which makes me side with Thelian in that you can only control the spread of the idea.
Which makes their positions rather powerful in deciding what to do. I think this is what Chika is more afraid of, because they could essentially declare that vitafelars aren't needed and everyone would listen. Contrasting that to a typical scientist for a vaccine (for example), where it took time for people to ease into the understanding that shooting dead stuff into them would actually be helpful. Easing a culture into adopting something subliminally would be a compromise they could both agree on.
