That's the right kind of question to ask regarding this chapter. It might just have something to do with why she's so angry.
It's true that craftspeople won't just make things because you tell them to, but in this word and others, money can be a powerful motivator. Chika herself wouldn't be riding out to investigate a pack of giant lizards that trampled through a nearby town if she wasn't getting handsomely compensated. Make enough money solving problems with your "magic", maybe even pretend to put some curses on people in exchange for gold, then commission a blacksmith to make you a fire lance, and you don't necessarily need a guild.
Having one would certainly make things easier, but also more complicated.
