You can definitely train to develop it, but there's no complete explanation for what causes a person to be born with a set amount of mana. And while mana levels can be hereditary to a degree, the amount of outliers makes it impossible to set that as a clear bar. For example, two twins could be born with 500 mana and 1500 mana respectively and that would not be seen as strange. And someone from an illustrious bloodline could be born with a mana level of 300 and a child of farmers could be born with 3000. The amount of randomness makes it impossible to pinpoint exactly what determines it.

It's not relevant for volume 1, but since you asked, yes, it is possible for people with training to increase your mana level, but only to a certain degree of growth. Someone with a mana level of 500 isn't going to reach Chloe's numbers unless they had a view hundred years to spare.

It's less a totalitarian system and more a specific totalitarian teacher, though.
And of course she's also the PE teacher because bad things always happen to good students. Hopefully the other teachers can help pick up the slack.
And I can't speak yet to Blake's abilities at reading people, but for what it's worth Elly is about as easy to read as it gets.
