I felt like this should have happened in the first chapter. It finally delivers the lead up to that connects to the prologue that you hinted to - mysterious people with powers. Not to mention, the oddness of Amanda helps break up the monotony of Yukio, who in the previous chapters was just mulling about on his first day of school. I get that you were trying to set up a world around it, but it buries the punchline of what this story should be about. This was the point I was waiting to happen, since I read the synopsis.
