First, the good. The dynamic of a bloodthirsty and all powerful princess that's still immature is quite cute, and the significance of her rank and position is intriguing. I particularly enjoy Catherine's half-motherly-half-buttlery faffing about in the face of such a dangerous and whimsical being.
That being said, while I quite like the concepts, I would have personally preferred to have seen them in action and revealed as the characters went through their day. As it stands, we basically get an itemized list of narratory paragraphs explaining exactly who, what, and why Chiffon is. For example, if Chiffon had to use the mallet for something (eg a mouse ran out and she squished it to display both her powers and her severe bloodlust) or was playing with it somehow otherwise, or if there was some kind of reason for her to demonstrate the principles of her rank (eg to one-up a snotty noble, or to prove herself to her father or smth).
