Yeah, I think you are catching the intention of how Kasumi is portrayed. Her teasing and goading isn't meant to be any harsher than how Haru's friends mess with him. Haru just judges with a harsher eye because she is 'real'. How easily Kasumi would have given up on the amusement park and how she just lets him check her phone hints at this. Her character 'provokes' to get a reaction, but doesn't 'force the issue'.
