You know, I think it's rather jarring that, in this state of emergency with crime running rampant across the streets and gangs assuming control of parts of the city, the council and the mage guild would just be like 'fuck if I care, not my problem.' Whilst this might not be the way this is described, I'm having a hard time picturing it any other way.
