Like I said, I honestly think it's a me problem. My stories are EXTREMELY slow paced and meandering because that's what I like to read/write, and in a lot of ways this is the opposite. I don't think it's a flaw, just different approaches.
With that said, the 'easy' way is to establish a status quo before diving into the action. You starting in medias res (idk if I'm using the term correctly) works as well, but there wasn't a 'baseline' to build off of after it, so it's like getting pushed into a race without knowing why you're running or who started it. Your story kind of reminded me of Oscar's newest fic, which I think does this excellently. It's not really the same thing, but on of the few mysteries I enjoy is Higurashi which goes into the spooky bits early on but takes its time to present its characters first.
Not saying you have to edit this or anything, though. Again, I must emphasize, I don't think it's BAD. (You could maybe ask other people to review and see what the common criticisms are. Sometimes the criticism I get is the exact opposite from two people so idek)
