Rika made sure to leave no evidence, and the police have deemed it a missing persons case. Himawari believes Rika is the top suspect, but lacks significant proof. The detective Reika was the only one to correctly deduce that Rika killed him, but like Himawari, she lacks the proof needed to properly convict Rika of the crime. Dastard's the only one with video footage of the crime, but now that he's on good terms with Rika thanks to Mimi, he decided not to share the footage. Rika's also the only person besides Dastard himself that knows Dastard filmed her killing Takeda.
As for why everyone's now excepted the fact that Takeda's dead, Ichika's hypnosis. She simply made it so that everyone will associate Takeda as being dead. Though since nearly everyone hates Takeda, Rika would probably not receive any public backlash if her crime was exposed. She would still get arrested and charged with murder though.
Rika's family, through their own deductions, figured Rika likely killed Takeda, and Ichika merely confirmed it here by overhearing Rika's conversation.
