Btw, to add a bit more context about my thought process:
In a way, both Ryuuro’s and Rei’s ideas are flawed for the same reason you pointed out: neither actually state any practical things that they would do to fulfill the solutions they’ve presented. Rei’s speech sounds nice and genuine, but in the end he was only talking about his personal experience in Aoba and not at anything else, while Ryuuro was all about manipulating the masses behind wild promises (ironic considering their approaches are the exact opposite of their ideals: speaking about cooperation while only showcasing the individual, compared to promoting individuality through taking advantage of the community). That’s also why the pendulum would swing so hard against Rei, since he wasn’t enough to draw in people.
At least, that was my intention.
